Real estate properties such as detached houses, apartment units, and products within real estate projects will be assigned their own electronic identification codes starting from March 1, 2026.
The Government has recently issued Decree No. 357 on the development and management of the housing and real estate market information system and database.
According to the Decree, the housing and real estate market information system and database will be developed and managed in a unified manner from the central level to local authorities. The Ministry of Construction will be responsible for building, managing, and operating the system nationwide. Provincial People’s Committees are responsible for collecting, updating, and exploiting the database.
The electronic identification code for real estate products will be a string of numbers and letters, with a maximum length of 40 characters. This code will be assigned separately to each residential unit (either apartment or detached house) and to real estate assets within construction works. Assigning a unique identification code to each property product will enhance transparency, facilitate transaction management, and help prevent legal risks.
The structure of the electronic identification code for real estate products will include: land parcel identification code – project or construction information code – location identification (if any) – type of real estate product.

In addition to real estate products, the Government also stipulates identification codes for each condominium management and operation unit, real estate brokerage practice certificates, and individuals eligible for housing support policies.
The housing and real estate market database system must contain complete information about projects, including total investment capital, land use scale, project progress, as well as certain legal documents.
At the same time, the real estate database will include statistics on transaction prices (million VND per square meter), total transaction value, and real estate inventory. In addition, the system will also include data on notarized transactions and information related to real estate sale and purchase contracts. These contracts will include the identification codes of the real estate property and the transacting individuals/organizations, the signing date, and the transaction form (sale, lease, transfer, etc.).
The system managed by the Ministry of Construction will also contain information on housing ownership by organizations and individuals, such as housing type, address, area, quantity, ownership duration and form, and legal status.
Other ministries and agencies are required to share, connect, and provide information to the housing and real estate market information system and database. In particular, the Ministry of Agriculture and Environment is responsible for sharing data on land use right certificates and land parcel identification codes.
The Ministry of Finance must provide tax-related information concerning real estate transfers. The State Bank of Vietnam will share credit data related to the sector, such as outstanding loans for real estate investment and business, and the balance of guarantees for off-plan housing.
